My research theme is how to create social and economic rules to reduce CO2 emissions at the national and local levels. The main themes are economic incentives/disincentives, land use regulation, and collaboration between the private sector and national/local governments. I have been involved in many climate and energy policy formulations for local governments in Shizuoka Prefecture.
